This guide has been prepared by the Electricity Engineers Association. Its purpose is to provide a framework for electricity network companies to determine appropriate standards and procedures for managing risks associated with the manual closing of HV circuits following a fault tripping and hazards that can be reported on or near the electricity network.
This guide sets out principles that promote risk management thinking. The principles are intended to assist a network company with the production of their own operational documents. These documents will follow statutory Health and Safety Regulations and their own company health and safety standards and procedures to manage risks to as low as is reasonably practicable for their circumstances. The aim for a network company is to provide their own procedures for call centre staff, network managers and control centre operating staff.
The guide is not intended to duplicate the Health and Safety at Work Act 2015 and Regulations but suggests a practicable process for assessing and managing risk from re energisation of HV circuits following a fault tripping and the risk created from network hazards, with the intention of eliminating risk and if that's not possible then minimising the risk as far as is reasonably practicable.
